Budget Report 2025-26

The 2025–2026 draft budget of Velinalloor Grama Panchayath presents a comprehensive financial framework aimed at strengthening infrastructure, welfare, agriculture, and public service delivery within the Panchayat area. The total estimated income for the financial year 2025–2026 is ₹41.94 crore, while the total projected expenditure stands at ₹42.01 crore, leaving a closing balance of ₹78.57 lakh. The budget reflects a significant dependence on grants and development funds, with revenue income alone estimated at ₹36.56 crore. Among the key sources of income are plan grants amounting to ₹20.88 crore and non-plan grants totaling ₹11.50 crore, demonstrating strong financial support from state and centrally sponsored schemes. Own-source revenue, including tax and non-tax income, is expected to contribute ₹2.16 crore, with property tax and professional tax serving as major components. 

On the expenditure side, the Panchayat has allocated ₹39.43 crore for revenue expenditure and ₹2.58 crore for capital expenditure. A major portion of the allocation is dedicated to decentralized plan projects and development activities, amounting to ₹25.43 crore. Statutory and administrative expenses account for ₹2.50 crore, including salaries, office maintenance, electricity charges, public utilities, and operational costs. The budget gives special emphasis to agriculture and allied sectors, with allocations for paddy cultivation, coconut farming, vegetable cultivation, dairy development, livestock rearing, poultry farming, and agricultural infrastructure. Projects supporting women, SC/ST communities, drinking water schemes, road maintenance, waste management, and welfare programs also receive substantial allocations, reflecting the Panchayat’s commitment to inclusive and sustainable rural development. 

The budget also indicates a developmental approach focused on improving local infrastructure and public services through maintenance funds, centrally sponsored schemes, and financial institution loans. Capital income through loans is projected at ₹3.50 crore, primarily intended for infrastructure and developmental investments. The Panchayat has also planned enhanced spending on road assets, drinking water facilities, electricity maintenance, and sanitation management to improve the quality of life of residents. Overall, the 2025–2026 budget of Velinalloor Grama Panchayath reflects a balanced strategy combining welfare, economic development, infrastructure expansion, and efficient governance, while aiming to ensure sustainable growth and improved civic amenities for the people of the Panchayat.
